The Total Maximum Daily Load (TMDL) is a regulatory term embodied in the Clean Water Act (CWA) that is the maximum value of a pollutant that a body of water can receive and still meet water quality standard and designated beneficial uses. Under provisions of the Clean Water Act, states are required to develop lists of impaired waters that are not meeting water quality standards, establish priority rankings for the waters on the lists, and develop TMDLs for these waters.
