The Department of Water Resources (DWR) defines groundwater sustainability plans (or GSPs) as “detailed road maps for how groundwater basins will reach long term sustainability.”
Plans are legally required in most cases under the Sustainable Groundwater Management Act (or SGMA) for basins where groundwater overdraft is classed as high- or medium- priority, but recommended for managers of all groundwater basins.
