Primary and Secondary Zones

The precise boundary lines of the Delta’s primary zone include the land and water areas as shown on the map titled “Delta Protection Zones” on file with the California State Lands Commission.

Where the boundary between the Primary Zone and Secondary Zone is a river, stream, channel, or waterway, the boundary line is the middle of that river, stream, channel, or waterway.

The Primary Zone consists of approximately 500,000 acres (Public Resources Code section 29728).

The Delta Protection Commission develops a Land Use and Resource Management Plan for the primary zone to guide local land use decisions on projects in the areas of, agriculture, flood protection, Delta communities, natural resources, recreation, and utilities and infrastructure. General plans and projects in the five Delta counties must be consistent with the Land Use and Resource Management Plan and are subject to review by the Commission.
