area of origin

Are of origin refers to the California legislative acts passed in the 1940s and 1950s that provided special assurances to those counties and areas where the State’s water resources originate, so as to allow for their future population and economic growth.  See also “area of origin,” as defined in California Water Code Sections 10500-10506 and 11460-11463.
