On December 24, the Notice of Proposed Rulemaking on Water Loss Performance Standards was posted here: Complete Rulemaking File for the Water Loss Performance Standards Regulation.
The economic model that is described in the proposed regulation and used to calculate standards is available on the Water Loss Control webpage: https://www.waterboards.ca.gov/water_issues/programs/conservation_portal/water_loss_control.html.
In addition, the webpage includes preliminary standards, the data used to set those standards, and online meeting participation information for the January 11 workshop, at which staff will present an overview of the regulation and answer questions. The standards were posted on December 27, 2021, and have not changed since then.
