On August 25, 2021, the U.S. Bureau of Reclamation (Reclamation), filed a petition for temporary change to transfer up to 30,000 acre-feet (af) of water pursuant to California Water Code section 1725 et seq. The total transfer amount consists of up to 16,000 af to Westlands Water District and up to 14,000 af to south of Delta municipal Central Valley Project (CVP) contractors.
The proposed transfer would include the following changes to Reclamation’s Permit 16597: (1) add the CVP place of use downstream of the Jones Pumping Plant, and (2) add the San Luis Reservoir as a point of rediversion.
Approval of this petition will authorize delivery of New Melones Reservoir releases to CVP demands south of Delta as well as to Westlands Water District to allow water purchased by Westlands Water District under a separate transfer to remain in Folsom Reservoir under Reclamation control. Reclamation requests the temporary change be effective on September 15, 2021. Temporary changes involving the transfer of water may be in effect for one year from the date of approval.

The 30-day comment period per Water Code section 1726(f) has been reduced to 15 days per the Governor’s Proclamation of a State of Emergency in the Klamath River, Sacramento–San Joaquin Delta, and Tulare Lake Watershed Counties due to drought (Drought Proclamation) dated May 10, 2021. This Drought Proclamation will help expedite processing of water transfers. Comments filed in response to this notice must be received by 4:30 pm on September 10, 2021.
