The use of passive sampler technology for sampling pollutants in Water Boards is limited. The whitepaper encourages the Water Boards to systematically develop monitoring projects for passive samplers to increase sampling efficiency. It provides general descriptions of passive samplers, summaries of benefits and drawbacks (as compared to conventional grab sampling), and recommends panel of experts to develop essential guidance, and special project to assist in expanding the use of passive sampler in Water Boards programs.
