We are writing to share information related to COVID-19 impacts on water and on the Governor’s Executive Order on water shutoffs. The State Water Resources Control Board recognizes this is a challenging time and we thank you in advance for sharing these resources and information with your communities and stakeholders.
On April 2, 2020, the Governor issued Executive Order (EO) N-42-20, which prohibits water systems from discontinuing residential water service and water service to small businesses in a critical infrastructure sector. The Executive Order also requires water systems to restore service to residences that were shut off for non-payment after the March 4, 2020, emergency proclamation. The Executive Order also directs the State Water Board to identify ways to support water systems and their customers throughout the crisis.
To implement the Executive Order, the State Water Board has developed the following:
1. Website to Report Water Shut-Offs
Water customers can use this website to report water shutoffs or reconnection issues: https://watershut-off.covid19.ca.gov/
2. Guidelines and Best Practices for Water and Wastewater Systems

3. Bilingual Factsheet

4. Social Media Image Series
The State Water Board has developed an images series that can be shared on social media to raise awareness on how to report water shutoffs and reconnection issues. The image series includes formats for Facebook, Twitter, and Instagram and include versions in English and in Spanish. These are a series of zip files, so if you interested in these, please email me and I will email them to you.
