NOTICE IS HEREBY GIVEN that San Francisco Bay Regional Water Quality Control Board (Water Board) staff will hold a public workshop and California Environmental Quality Act (CEQA) scoping meeting to seek public input regarding the scope, content, and potential impacts of the Basin Plan amendment at the time and location provided above. The amendment would establish water quality objectives for dissolved oxygen and mercury in Suisun Marsh sloughs, a Total Maximum Daily Load (TMDL) designed to achieve these objectives, and an Implementation Plan.
Additional information on the Suisun Marsh TMDL project can be found at http://www.waterboards.ca.gov/sanfranciscobay/water_issues/programs/TMDLs/suisunmarshtmdl.shtml
MEETING FORMAT
The meeting will have two parts: the first will be a public workshop on the proposed water quality objectives and TMDL, and the second will be a CEQA scoping meeting. (See Cal. Code Regs., tit. 14, §§ 15082, subd. (c), 15083.) During the public workshop portion of the meeting, Water Board staff will describe current water quality issues in Suisun Marsh, present the basis for the proposed water quality objectives, and outline the implementation actions expected to be required under the TMDL. Interested persons, public agencies, and members of the public will have an opportunity to ask questions. Immediately following the workshop, Water Board staff will open the scoping meeting to discuss the scope and content of the environmental document to be prepared for the proposed Basin Plan amendment under the Water Board’s certified regulatory program. As with the workshop, interested persons, public agencies and members of the public will be able to ask questions and comment. The scoping meeting is useful in identifying the range of actions, alternatives, mitigation measures, and significant effects to be analyzed in the environmental document.
